Let it sit for 5-10 minutes. In a bowl add flour, 10g sugar, baking powder, salt and mix well. Add the milk with the yeast and oil, mix all until combined. Flour your surface for kneading. Knead the dough 10-15 minutes or until a firm slightly elastic dough forms. The dough should be firmer, not sticky. Unfold the dough and hold it up to the light. If you can see the light through it and it doesn't tear apart, the dough is perfect. Cover the dough with a damp cloth and let it rise for 1 hour or until doubled in size. Put the dough onto a floured surface and cut into whatever size you want. Wrap the buns in a circular disc. Make the edges slightly thinner than the center. Place red bean paste into the center. Start to pull the dough up while pushing the filling down with your finger. Crimp the edges all around. Allow to rest again under a damp towel for 10-15 minutes while your water comes to a boil in your steamer. Line the steamer with parchment paper. Place buns in with about 1-2 centimeters of space around each. Steam for 12 minutes. Turn off heat and let sit for 1-2 minutes.
