I don’t want to be the shin guard police. Trust me, I have much bigger things on my mind when I’m getting ready to referee a match, then having to inspect someone’s shinguards and ensure that they are of the appropriate size to provide adequate protection. If you want to be an idiot and risk your shins on the pitch, be my guest. Next year it won’t be my problem at club level. Showing a red card or awarding a penalty kick early on, can definitely alter the trajectory of a match. You have to be very sure of the decision you are making. In this case, I have a player who has completely left their feet lunging in with expose studs and making contact above the ankle, showing excessive force and brutality. This decision is completely based on the opinion of the referee. Was there an attempted kick of the ball to put it back in to play? Replying to @A the system is broken. I think any referee that has a good look at that, would say it is a foul, and therefore a penalty kick. I know it would be a brave call to make. That’s what we need to do as referees. Make the calls, as we see them to the best of our ability. in this absolutely pressure packed situation, somehow this contact did not meet the bar for clear and obvious error. It is perfectly legal for a goalkeeper to dribble the ball, back into their own penalty area and possess the ball with their hands as long as the ball was not deliberately kicked to them by a teammate. In this video, either the referee thought that the goalkeeper possessed the ball with his hands twice before someone else touched it or he simply forgot that he dropped the ball to the goalkeeper on the restart. She makes no contact on the ball whatsoever. Therefore, it switches from being a great defensive play, to an unfortunate foul and per the Laws of the Game a red card for dogso and a direct free kick. There is conflicting information about who is ultimately responsible. Some say it is a Referee. Some say it is this match commissioner. And the fourth minute Referee went over to the match commissioner and showed how poorly the ball was rolling on the pitch, and the referee was instructed to continue with the match. Absurd. Sometimes the players and the game situation dictates what we must do and does not give us any options. There is a high bar in the Laws of the Game for what defines a “deliberate play”. They may very well have been on the field, but as long as part of the foot is on the touch line, it is a perfectly legal throw. This was NOT a “Deliberate Trick” or a “Deliberate Kick Back to the Goalkeeper”. This was not some elaborately conceived plan to try and circumvent the Laws of the Game. Why would someone want to exchange a free kick from 20 or 30 yards further up the field, to do a risky pass back from their attacking half? That is not what happened here.
